Summary

Over time, the meeting attendance declines, making it hard to achieve quorum and often causing the meeting to start much later than planned because the CSM is waiting for enough people to show up. This problem also occurred in CSM 1, where towards the end some CSM did not bother showing up anymore, resulting in the CSM not being able to hold meetings for several consecutive weeks.

It is common courtesy to notify people if unable to attend a meeting, and while most of the CSM adhere to that principle, there are some that do not. There is no way to enforce people to attend or even read their mail, and the detergent of "their electorate taking care of them" doesn't appear to work either.

Potential Solution

• Stricter rules and a system where each individual council member's attendance will be tallied at the end of each month.
• CCP paying closer attention and removing inactive CSMs from office in favor of an alternate.
• Council members that take the free trips and do not put any effort into the CSM get banned from the game.
• Slackers will only get half a fanfest ticket, and be dropped off somewhere over the ocean.
