New Sov System

Note:
The new sov system should be earned, and an alliance/corp that have sov in a system,
has to regular earn that system. Not in only refueling a couple of CT.
Instead it should be earned by providing security to the Colonies infrastruture. So that the Colonies can produce the trade goods that is needed to fuel the alliance POS, anchor equipment, Colonies, etc.
Some task should be logisitic by players. Other could be possible to setup as NPC task at a price. Where NPC freighter/hauler haul mtrl between different planets at a cost/m3 hauled.
Haulers that is possible to intercept as Pirate player or enemy alliance.
One possible idea:
if a system generate 50 NPC/day. If 25% of them are shoot down per day.
Then the sov system is unchanged. If 50% is shootdown. Then the sov status is
increasing. It less than 25% is shootdown. The sov status is declining.
The NPC rats is targeting the Colonies infrastructure. In that way destroying or halter
the production for the alliance.
Which should be a vialble option for an enemy alliance too.
So to be able to gain or keep the sov status in the system. The system has to be defended,
not only (as in today) from externa threat. But also internal threat.
The above solution should make it harder to gain so much space that previous and present alliance holds. And should make is possible to other minor alliance to get some nice space out there. Perhaps not as profitable, but still.
