Small ships and warp acceleration

Summary
Small ships are supposed to be able to catch up with large ships. Especially ships that receive warp speed bonuses. However, because of the current game mechanics, they lose this edge in most of the cases and are only able to properly outrun big ships if the chase goes through large, 30AU+ solar systems which are not very common in New Eden.
The reason for this is that chasing consists of 4 phases:
- aligning to warp
- acceleration
- full speed warping
- deceleration
- jump
The problem is that while interceptors do get a bonus on the maximal warp speed, this bonus only works out properly during the full speed warping period, which is often a very short or inexistent part of the sequence. They, of course, align faster as well, but that is often not enough: if a battleship has 20-30 secs advantage, and is lucky not to get into big systems, it can do 8-10 jumps before the chasers catch up.
The reason for this is that the acceleration and desceleration during warp is independent from the maximal warp speed. A good proof of this when you do an "unconsensual" gang warp with a bigger ship (one you are not in gang with) and see how the small and large ships accelerate together and the inty only outruns the big ship once 3AU/s have been reached.
Solution
It would be good to get a proper understanding of the warp speed mechanics. Furthermore, as experience shows, interceptors and other warp-speed-bonus ships do not have the kind of advantage they should be having while chasing, so warp acceleration and deceleration formulas should be looked upon.
Ultimately, this proposal comes down to the question if CCP is happy with the current balance of chasing a ship over multiple jumps.
